Ingrid Seward: Queen won't allow personal views to come between her and Government

Her Majesty is in an uncomfortable position.

As Head of State, she acts for the Government.

That is her job.

She acts on the advice of her Private Secretary in conjunction with Downing Street.

But there is no question that she can allow any personal preferences or feelings to come between herself and her Government.

She is there to advise, not make decisions.

The Queen will have taken advice and have been given all that was considered necessary.

She would have had no choice but to agree.

On October 14, she will deliver the Queen’s Speech to Parliament. They are not her words, she is only the messenger. The constitution is working exactly as it should.

It is not a crisis as some people have said – but it is a very difficult chapter in the constitution.

Her Majesty may not be happy but she has always been above politics.
