Keir Starmer has vowed a “radical shake-up” of the UK’s constitution to move power out of London.
The bookies’ favourite for Labour leader will pledge to “end the monopoly of power in Westminster” – giving regions more control over policies like transport, tax and green industry.
The MP will return to the campaign trail tomorrow after spending four days in and out of hospital with his wife’s family.
He thanked backers for their “support and kindness” after an accident left his mother-in-law critically ill in intensive care.
The Holborn and St Pancras MP will give a speech in London on Monday night followed by a three-day tour of Scotland, northern England and Wales.
Calling for the UK to move to a “federal system”, he will say: “The status quo is not working.

“People are crying out for more control, power and say over their own lives and local communities. This can’t be delivered by tinkering around the edges or with short-term fixes.
“We need to end the monopoly of power in Westminster and spread it across every town, city, region and nation of the United Kingdom.
“We have to end the status quo and put power, wealth and opportunity back into the hands of the people.
“We need a new constitutional settlement: a large-scale devolution of power and resources. This will involve building a new long-term political and constitutional consensus.”
Later in the week, he will set out his plans to reform Labour “to reflect the skills, experience and expertise of the movement.”
His left-wing rival Rebecca Long-Bailey has also called for more power to be devolved out of Westminster – and pledged to replace the House of Lords with an elected Senate based outside the capital.
